Here's a trick that works for me when I have slow framerates and screen scrolls. I sometimes have this problem when starting a game from a save when the game ran fine before.
Simply change the video resolution in the options menu. You don't have to accept the new resolution after the switch.
When you return to the game, the framerate will be much faster and smoother.
