- An ability to choose the display name of Government Plaza and its buildings, so I can have a Parliament, or Congress, or MI5 in my territory.
- Declaring War on a City State means you are automatically at war with its Suzerain.
- Sub-Marines can cross borders in times of peace, as can scouts with certain promotions.
- You can no longer build a Harbour in lakes. If Firaxis really want people to build Lake Harbours, make them a different district like an "Internal Port" or "Ferry Terminal", that perhaps doesn't have buildings (or at most only a level one building), and doesn't give great admiral points, and (maybe) provides a little tourism late game.
