I'm going to try to not repeat too many suggestions I've made in previous threads, while at the same time seconding* (in italics) some of the better suggestions I've come across in this thread:
*I assume by doing so that brings the motion to the floor, and Firaxis then has to vote on their inclusion
Amerindians: Pocahontas, Sacagawea, Liliʻuokalani (all would help get more female Leaders in the game), Geronimo, Crazy Horse; Sitting Bull
Balkans: Vlad the Impaler
British Isles: Thomas More (Lord Chancellor, author of Utopia, martyr and Catholic Saint); Edward III (I wholeheartedly agree that he's underrated)
Byzantine: Julian the Apostate
China: Sun Tzu
Dutch/Flemish: Peter Paul Rubens or Rembrandt; Baruch Spinoza, Godfrey of Bouillon
Finnish: Kullervo (someone mentioned Väinämöinen, but Kullervo is better known and the inspiration for Turin), Elias Lönnrot (compiler of the Kalevala)
German: Jacob Grimm (helped create the German national identity through language and mythology), Richard Wagner, Martin Luther
Greek: Homer, Pythagoras, Leonidas, Solon of Athens, Socrates, Plato
Iberian: Cervantes (author of Don Quixote, considered the first modern novel), El Cid
Italian: Leonardo da Vinci
Miscellaneous: St. George (can be associated with Israel, Georgia, and England); Prester John (could be associated with Ethiopia, India, and/or the Americas); Albert Einstein ("Man of the Century", with ties to America, Germany, and Israel)
