Small Wonders

How do you get to construct Small Wonders? The only ones that I have been able to build have been the Forbidden Palace and the Intelligence Agency. Is there something you have to do to be able to build these? As a rule, I try to build every wonder that becomes available to me and I've never really been able to build these.

One key difference between small wonders and great wonders is that many small wonders have non-scientific requirements.

eg. Forbidden Palace requires you to have a minimum of 8 cities, heroic epic requires that you've had an army victory.

Apollo program and Intelligence Agency on the other hand require certain Scientific advances.

how do you add small wonders to the game?
i add one, but the game crashes after i complete it!:slay:
