Smart Tag for techs intermittently works

When I finish researching a tech, sometimes the smart tag that displays the detailed information doesn't appear when hovering over that tech in the "select new tech to research" dialogue box. This will go on for a while and then it will work again. This problem also appears when viewing the tech tree as well. The smart tag for the tech will work and sometimes it won't. It would be nice if the smart tag for the techs work all the time, thanx. This problem was also occuring in the v1.51 patch too.

This is a known issue. There is no known solution, but there's a workaround to get the "smart tags" or "popup information" or however you call'em back. Select a worker and hover your mouse over some worker actions. Alternatively, clicking with one or both of your mouse buttons on the minimap also seems to help.

the buggy tool-tips can be fixed by turning "right-click menus" off...

turning off right click menu fixed the following problems for me:
-cannot type in chat box
-no tool tips sometimes
