This is kinda sneaky but it works for sure later in the game.
If youre doing badly - dont worry, you can still win the game.

What you have to do is make a good friendly civ (never ever attack it, give it everything it wants)
then make a mutual protection pact (if the civ offers - great!)
this will procect you somewhat.
now use a spy (must have those) to cause a conflict with a noighboor civ and when it attacks you, watch as your friend destroys it (i mean it, it won't take over the cities, etc.)
I once played as Roman, had friends Egypt
and Greece.
Egypt was the strongest and greece - the second of them all.
Now i did as planed ang Egypt left me with many already irigated land tiles with roads, but no greek cities
I think if a civ is the biggest it doesn't bother on expanding anymore.
