So-called "random" opponents...how to tweak?

I know this has been asked before but I can't unearth the thread. Anyhow: what settings does one adjust-and where are they--so that once's opponents arent't automatically from a similar cultural background? That is, playing as Bismarck, I wind up frequently with the US, Incas, etc. as opponents. I'd like to tweak this to get more Euro opponents, largely since those would be quasi-traditional German rivals.
