So what's the deal with Organized?

Does choosing an organized civ half only the CIVIC upkeep? That's what it says in the manual, and if that is the case it would seem to be clearly the worst civic. However, I've heard from some that it halves ALL upkeep, including that from # of cities/distance.

Could someone test this for me? I can't play Civ for another week or so yet else I'd test it myself

Organized Math:

Civic cost is say 2
Distance penalty is say 3
City is #4, so cost is say 4

Civic is a multiplier. I'm not sure how distance and city # interact, but I do know that whatever they equal is multiplied by the civic cost. So for example, the cost of city is 2*(3+4) = 14. With 50% civics, the equation becomes 1*(3+4) = 7. Regardless of the combos, Organized reduces city maintainance by 50%.
