how do you make a citizen a scientist?

I see when ya click on things in the city screen, it makes the entertainers (Elvis lookin faces) but how do ya make em a scientist instead?

and where can i read up on good strategy? (Links)

Once you have an elvis among your citizens and your city is size 5+ you can click on an elvis once to make him a tax collector and once again to make him a scientist.

In the top right corner of this page, there should be a dropdown list with quick links. Try the civ2 war academy here, or access it from the main page. This is a good start.
