That's a major nerf for Freedom (delaying the opener to Industrial); I'm not sure it will still be useful even in a cultural game with already having 3 1/2 trees before that era opens.
GAs might get a buff.
Citadels in G&K will increase your territory like culture bombs do now, so there's a good chance GAs will have a new ability instead. I hope they'll give a significant culture boost or a free policy to help with cultural victories. That would make them actually useful by the time Freedom is unlocked.

I agree with you. I hope for the day that when you get a free Great Person, the choice among the four would be difficult to make (instead of choosing among two).
If the other regular GPs can't start a golden age now, you aren't buffing GAs, you are nerfing GMs :/

oddly, the AI seems to be just smart enough to know that 'no CS = no Patronage'.
the rest is rather garbage, but I doubt you've spent much time doing Culture VCs. Mathematically, Piety (vanilla) is a requirement for a culture VC. It's not just the free SP, but the boosts contained within the Piety tree that make it better for that VC.
I'm kinda thinking the Great Artists will either be getting a Free SP ability or their culture bomb will be bigger (2 tile radius instead of 1).
