Software to create diagramatic tech tree?

I was wondering if anyone could suggestion software that can create diagramatic Tech Trees (Like the one you see here http://www.civfanatics.com/civ4/techtree/ )

I guess some kind of flowchart program would work best, I'm just looking for suggestions as to which one.

I'm planning on creating a greatly expanded tech tree for CivIV.

Doesn't civ itself suffice? You can use X and Y coordinates outside the currently used maximum values and the tech tree will expand automatically in the game.

Using CivIV itself is *really* slow if you're trying to tweak positions and AND/OR requirements to make the tech tree more legible, since those are changed by XML edits, which require a restart.

I've got a standalone editor half-written. I'll see if I can finish it up after my killer work deadines.
