Some problems due to bug? lack of knowledge?

So I've installed 0.33, and i'm noticing several issues.

1) I can't give units to nations...doesn't have that present icon.

2) I can't use gold or ask for gold in my negotiations.

Gifting units was disabled. I am not sure about the issue with gold.

oh...installed patch b, and now i can use gold in diplomacy.

I'd be willing to bet that the problem was just that you hadn't researched Currency let in that game.
