Tomasz - you were probably getting the NONEs because of a bug in a previous version of the "vanilla" game. Check to see if your version is 2.42; if not, the CFC downloads area should have an update. It also fixes some other bugs that have been discovered since then.
Fingered - There are tricks to get NONE units, like bribing AI units and entering huts far enough away from your own cities. The major benefit of the NONE is lack of shield or food support, but in representative governments supported military units cause unhappiness as well.
Your final score is not all coming from citizens, although it can be a large percentage. Playing competitive games like the GOTM, every little bit helps, and those who finish earlier to get a higher GOTM score (which is factored by the number of turns elapsed) find their citizen percentage is usually less than half.
