Hello People! I'm new on these forums but I play civ V since it was released. Decided to make an account after seeing how polite and helpful people are around here.

Well since BNW expansion I belive a lot of people are facing some dificults since we have to adapt out game plays. I my self play on Empereor and I'm have some problems understanding how the diplomatic vitory works.

In one game I was playing as Venice and I managed to have all city states by my side, except 2 that Netherlads captured and 2 that I anexed on a small map. Netherlands also had that Wonder that gives 2 extra members on congress, but even with that I could pass any law I wanted and reprove anything that could not fit my interests. By the middle of the game I began to enter wars with everyone, I was afraid that someone would get a scienci victory, so I eliminated China and all other civs, except for netherlands. So I finally reached a point where I could vote for a diplo win, so I hold my ground and waited for the next leader election. Even with me destroying him on votes I could not become leader on the congress, and I simple don't understand why. Netherlands had like 8 voted and I had more than 20. Under this situation I just attacked and won a conquest, which was very sad. How can you become leader at this point?

Is there anything else that may enter in my way to win a diplo victory?

Another question is about religion: What are the best follower and founder benefits that you guys think? I know that there are alrdy threads about it, but I could not find.

And last but not least, anyone can help me with a cultural victory? I can never reach a point where my tourism is just to awesome to be evaded. Always get like 50-60 per turn, which is rly not enoght to thread anyone. At the very late game when people begin to make the manhatan project, at least 3 civs on a small map have more than half metter of culture for me to bypass, which seens impossible to do before loosing for a diplo e scienci victory. I'm bad playing with Brazil, no hammers make me sad and I always get confused at the early game. Expand or not? Liberty or tradition? :(
 
Diplo victory needs a huge amount of votes, the game will tell you how many. It requires far more than just a majority, you need a landslide supermajority, and the exact number varies from game to game, based on how many CS are left. In a standard game it' something like 32 votes. However, for every time you dont totally win, the first and second placers get a permanent +2 votes, so you WILL eventually win , it just ramps up slowly so that you can't diplo win right out the gate without bargaining for votes. You should have left the others alive if you wanted to do that.

Best founder and follower beliefs depend on what bonuses you currently need more of, but cathedrals are the best building because they can hold art in the medieval era.

50 tourism by the manhattan project is very low. Do you have hotels and airports? Did you send archaeologists out to fill your museums? Do you have Oxford and Hermitage filled up with theming bonus? What ideology did you pick? You should have at least 300 by the atomic age, not 50.
 
I see. I have only 2 citys but that age. I'm not very good founding citys, most of the times I like to go 1 huge capital and conquer citys so I don't get the policies cost rises. I need to put my game straight, I'm strugling with this new expansion :(

To answer your diplo question. The exact number needed to win a diplo victory is in the upper right corner of the world congress/U.N. screen. My guess is that if you didn't win it is because you still didn't have enough votes.

Culture advice is a bit harder to give, mostly because I'm still not that great with it either. You want to make sure you are creating enough great works though and building wonders and buildings that give theming bonuses. Hotels and other tourism modifiers are also nice to have and are required in almost every game.

Also, your tourism won't begin affecting other players until you meet them so it is important to try and meet everyone as quickly as is practical so that you have more turns to become influential over them. It might also help to build the guilds as quickly as possible. Sometimes I get distracted in the early game by building too many wonders when I really should be building the guilds or other buildings. Lastly, don't be afraid to declare war on the last civ with very high culture. If you can take their capital (or whatever their main cultural city is) you can stop a lot of the resistance.
