I've made a few claims through the threads and I've found some save games to back up some of them. I'm putting them here, so as not to interrupt the flow of those other threads.

Both of these games were started with the default .bic file. I'm pretty sure the one attached here was begun with v1.16.

Standard map, pangea (I believe, may have been continents), 70% water.

You can note the complete lack of gems.

This game was even more extreme, as there were no luxuries at all on the entire map.

It's a rather extreme world, though:

Tiny, 80% water, archipelago, ....

I won this game through human ingenuity and AI stupidity, with a VERY STRONG dependence on the latter.

Not quite a OCC but as close as I'm prepared to try at this point.

Umm...well... I looked for what I thought was my example of this. I found the situation. And, well, I was just flat wrong. I had a city whose culture was stealing a ton of second-ring squares from a city, but it wasn't hitting the first ring at all.

Until I see otherwise, I'm gonna believe Sirian when he says that only first ring of city B can steal squares from the first ring of city A.

Tiny 80% water archipelago? Well, OK. :) You didn't say THAT at the time, though. Could be small enough that no areas met the qualifications for luxuries (perhaps some variables such as X distance from vital resources, or from one another, or who knows). Still very interesting, though.

The one with the missing gems, I can believe that, too. I think RBD2 only had 7 lux across the map, and one missing. That was a small map, too, not a tiny.

However, I can with some confidence say that these conditions are peculiar to small maps. Never seen a standard map of any make generated by the game without the full boat, all eight. Certainly on a large map, over which this came up, I think it's a total nonissue.

I have been wrong before, or conditions have changed. Like the 3 radius on an axis prohibition on AI settlements, that seems to have disappeared this patch. They still will not ever settle within 2 of an existing city, though. It is, after all, just a computer program we are dealing with, here. Figure out what its range of possibilities are and then you can rely on that to predict.
