Some Shadow Mechanics

Maybe the cultural borders of The Shadow could have a special effect, though I would not give them penalties - they will already have a hard time with food and production, as they won't have many buildings and wonders to help with it, and perhaps a worse worker, as slaves usually don't give their best.
 
Maybe we would have (this would be tough to do) Shadow-specific food/commerce/hammers - the more corrupt a tile is, the better for the Shadow it is, and the worse for everyone else.
 
I don't think it's necessary. My idea was to make they have almost no techs and buildings that gave growth or production bonuses, but many that gave production bonuses on units, and cheap military improvements. They would be a warmonger civ, violent to the extreme, so no need of great populations or culture. It would also balance them out, as they would be more military powerful than other civs. But making their terrain worse for other civs (they would ignore the penalties) would be nice.
 
That's good, I like that idea.
