Grohan, you don't need to know any of this, you can just get an XML editor and change the values; its as simple as changing a value in the civ3 editor.

Infact, if you want to try it out, and you have Rise of Nations, just find an xml editor and open some xml files from rise of nations.

I find XMLSpy the most useful.

I second XMLSpy. It is a very powerful tool (and the home edition is free).

Thank you Snoopy, Not only your graphic mods are wonderful but your computer tips are helpful as well. I am trying XMLSpy and it is really good.
 
There should also be a global preference to scale units, instead of being an xml file.

If there isn't a global setting, it's pretty trivial to write an XSL script to change every value by a set amount, which would accomplish the same thing. There are also a ton of open source XML editors that could be modified to serve as a custom utility-- beyond what something like XMLSpy could do. (That is XMLSpy works better for those tinkering with the XML directly. Such a utility would be a way to put a CIV4 specific interface that shielded the modder from the XML itself, albeit only for the stuff provided in that utility.)
