Sound mutes after clicking on some cities

When I "build" research in a city, if I click on this city, the music and the sound is muted.
This only applies if I changed the production to research and the mute lasts even when I change the production later on. If I click on another city, the sound reappears.
 
This would be our first Audio bug I've ever seen here. Mind you, I'm pretty certain an audio bug is going to take fairly low priority over other bugs like crashes and such. But thanks for bringing it to our attention nevertheless. I personally haven't the slightest clue on audio issues like that though I wonder if its just an xml setting to something like 'no audio' on those particular builds. Either that or the sound bite is just REALLY quiet.

I, myself have an odd and persistent audio bug problem with CivIV in general. Every time I get to the menu screens (on the core Civ IV or the mod either way) it tells me I've selected an invalid output device and I have to hit ok like 3 times before I can get to the menu. However, when I try to set an option to replace the blank setting calling an error in the sound options I have no options to set it to. So apparently it expects me to have hardware I don't have and doesn't like it that I have no available devices for that. I've had this problem for ages but since its not a mod issue I've never really brought it up.
