Are you supposed to be unable to repair "outdated" (even though they're ageless) unique improvements?

I'm playing as Persia. My Pairidaiza was damaged in a flood. I am in the exploration age, so this improvement is from the previous one. I get the option to repair it in the choose production menu, but when I click on it, it just exits out and does nothing. I have repaired other things, so I know I am clicking correctly. Is my only option to build over it?

Apparently you can purchase the repair. not sure what is intended, I would assume that the bug is not being able to use production.

There are some issues with repairs, for example, the list doesn't update itself after you repair something. Haven't faced anything game-breaking yet, but clearly annoying.
