I am thinking Caravans, Growth, Settlers, Irrigation. We have $1128 gold
I'm not sure where the FA Hill Patrol Dip went, we need a replacement.
The LC irrigation is complete, so lets send 2 Settlers to Hill Mine. Hill Mine is on our coast with India, NE of Fish, nearly 4W of Fort Anarchy.

Reneaux: Plains serf to River GLS boosts growth, Caravan then Settler
  Food Caravan 12/50 IPRB=20 $4 , so 6 turns.
  Trade 8 -Corruption 2: 2 gold + 6 beakers + 6 shields
Dellham: Dip 12/30 in 3? or switch to Settler? Give Mine to PF?
  Or Hides Caravan, then IPRB "Rule of 18" $4
  Seems a spare Archer here, ship to Vikings? India?
Monks Towne: Caravan 16/50? Reduce growth: 1 serf to Plains River
  IPRB=20 $8 and switch to Settler in 5

  We plan to deliver the RC Silk to Dehli.
Castle Jayne: Dye Caravan 42/50 in 2, then Settler!?
 
I did not vote what might seem all of my recommendations.

I voted to Approve all plans, Dellham Settler (army of expelled Dips coming from RC), Monks Towne switch to Settler, FA Wine then another Caravan (needs Irrigation in 8), IWC IPRB $13, and Castle Jayne next Settler. Plenty of Settlers and Caravans, we might have enough Dips.

Settlers: TFalls to Road out to Hill Mine (FA NW Road, W road desert, W road desert...), Ren to Road its own Rivers with serfs. Banana Bay SW irrigate GLS. Generally, settlers to found Hill Mine (needs 2!), Lone Buffalo, irrigate, send troops to secure India Peninsula, then establish our base there.

I did not vote for this, but I think a lot of this depends on whether we are switching or not. If we don't switch yet, it's good to have a lot of settlers that can improve the land. We need irrigation and roads for republic. But if we switch having a lot of settlers will slow down more than we benefit from them.
So a settler in FA if we have many years left until republic, and a caravan if we are switching soon.
I voted caravan because I think we should move into republic soon:)
 
Funxus, you raise a good point about the Settlers. I think Settlers will irrigate our land, so the Republic WLTK Celebration can be intense and fruitful.

FA is far from ideal to build a Settler. It is on Plains, has merely 2 Green, and is dedicated to our Coal Mine. Perhaps never a Settler, methinks.

Dellham, Monks Towne and Castle Jayne can grow while supporting more than one Settler. We are irrigating at DH and CJ now. The Monks Towne settler, that will be job #1.
 
I voted for a mixture of settlers and caravans. We need to expand and build wonders at the same time. It's not that important where what is being build (apart from FA which shouldn't build a settler).

We've got lots of diplos now and we need a few things:
- more cities --> settlers
- money --> caravans
- wonders --> caravans

Hence a mixture of these tow will be best for me. :)
