SP not working -Wheres the PATCH Firaxis promised?

I was just playing civ5 and one of my cities was sieged by Songhai, I had Oligarchy SP unlocked and I had pikemen inside the city. In the beginning of the siege I was aiming enemy trebuche and it showed quite a nice damage expectation, I shot the trebuche and it gave something like 3 damage to it. Then later the siege went wrong and so I desided to try something new and I reloaded the saved game from the start of the siege. Unfortunately I found out that the damage expectation (I was aiming the exact same trebuche and the exact same pikemen was in the city and it had all the moves left just like before the load) wasnt the same anymore, it was WAY less. I shot the trebuche and it did 1 damage. This continued in the next turn, the oligarchy clearly wasnt working the way it should be working. I loaded the game again and I tried to take the pikemen out of the city and then put it right back in there at the same turn, but it didnt work, I also tried changing the inside city unit to a swordsman but it didnt work either.

Any news about the patch (the 2/2 patch) that Firaxis was talking about 4 months ago?
 
Based on the info I saw around, it's supposed to come out in July, so I guess you would have to wait for some weeks.
 
Yeah, this is a known glitch with that policy. I suggest avoiding the policy until its patched.
 
Since they have used so much time on the patch, it must be quite big and game-breaking.

Every time I get bored with the game I just wait for the next patch. It's something odd about having the game slowly get fixed that makes it interesting. Or maybe it's the whole 'take a break and things get interesting again' stuff. Or maybe both. Who knows.
 
Hmm, I don't use city defense to trying to hurt a bucket, I rather use it on the troops that are next to your gates.

If that pike was your only defense for that city, then blame the city governor....or yourself.

Thank the lord. Aircraft are annoying enough as it is (please say there's a way to ignore the atrociously long animations for them in this patch), the bug made things more confusing and annoying.
