I'm probably just missing something, but this has me puzzled. In a game a few days ago, I was the dominant civ and had my empire well developed. Sufficient resources, all cities connected by rail, lots of improvements, etc. However when I started building space ship components, I found some cities (including one of my top producers) unable to select ANY of them from the production queue. I could go to the ship screen and call up the Assign dialog, point it to one of the non-functioning cities and it didn't complain. But production would never start, whether I told it to start immediately or place it in the queue.
As far as I could tell, the cities all had the same improvements, though I may have missed something. Is there some improvement that's absolutely necessary for space ship component production that I just overlooked?
BTW I did finally get the thing built and found I was in the same boat as some others have noted. Once it was built (I had just checked the ship screen and saw 1 turn left for the last component) I was never able to get to the ship screen again. F10 was dead. So I guess it never launched? I didn't have time to find out much more, since a couple of turns later all my erstwhile "friends" decided to start World War III
