Spaceship VC?

I played a BNW game as the Maya (omfg is their special ability insane) to see how fast I could get a Spaceship Victory playing on King (easy enough to not have to worry about losing, without it being to hard).

I accidentally won a Diplo VC on turn 300something. I thought I was voting on the Host, but I guess I was voting on World Leader and didn't even notice.

My problem is that it seems that a Diplo VC is easily obtainable (even when going for Space VC) 30+ turns earlier with zero extra work. I even had Hubble and didn't try at all for Diplo. That seems wrong.
 
Yes its a problem that needs to be addressed in a patch, I might just turn off diplo or leave it on but don't win that way.
 
I've left it on but have (intentionally) stopped winning that way. Overall, I really like BNW but the diplo victory is one of the worst implemented features and "ruins" a lot of my games. I have yet to win a science victory even when aiming for it all game as Korea. Long before I can even research most of the space techs the world leader vote pops up and I usually have enough allies to win that way.

I think a lot of the problem has to do with how quickly and easily you can buy off city states though I also really don't like how you don't have to build anything or personally invest in any way to make the diplo victory available (like building the UN in G&K).
 
The diplomatic victory is very easy. I even got it as a fallback victory during the last 50 turns of my first BNW game without putting any conscious effort into it whatsoever before that. The other civ's could've prevented this by cutting my trade routes to prevent me from getting CS allies via Treaty Organization but they wouldn't.
