The free worker at monarch was removed, but the AI still get archery and archers.

There is one less free worker for the AI on every level from Monarch through Deity. Everything else is the same as Warlords.

Being allowed to build any Strength >3 unit without having to hook up a resource or tech much of anything would be an extremely powerful ability, so I see why Pacal and his Holkan can't do that.

That's one of the reasons why I like Mansa so much...
