Introduce Special Ops units that every second turn are invisible to units, but if there is a radar tower or radar in a city, they can be seen every turn.
Perhaps we could ballence it a bit by giving such a unit an excelent attack and decent but not great defensive stat. by ignoring ZOC such a unit bould be used for deep stike missions.
No that would make the spec ops units too powerful. Moderate attack and defense. Incorporating stealth into the game will be a challenge but it should not work as you described.
