Specifying a tile to work before a citizen is born.

I really really doubt that this is going to be possible with DLL access, but it's worth a shot: Is it possible to write code so that you can tell a city to place a worker on a specific tile before it is born? This would be really convenient for me, because I sometimes forget to tell citizens where to work.
