spiral tower bugged?

was playing a game today and i dont normally build this , but as the veil it was not giving me any coin at all. the stigmata was correctly giving research though, and i did have LOTS of temples of the veil

Did you check the individual temples? IIRC it adds gold to temples, not a big block at one site like the other holy cities.

The gold from the Twisted Spire is split amongst the cities with temples, and not concentrated at the one with the Wonder.
