Spreading Forests

I know that forests will not regrow on improved tiles. My question is, do roads count as improvements in this case? I ask because I have a workshop and road on a tile in my soon to be National Park city, and I want as much forest to grow as possible. I can pillage the workshop with a military unit (this surprised me - I thought I couldn't pillage inside my cultural borders) but I cannot pillage the road. If the forest won't grow in the tile with a road, is there an easy way to get rid of the road?
 
Forests will regrow on tiles with nothing but roads, but I think the chance of it is less than if the tile had nothing at all.
 
Roads reduce the (already smallish) chance for a forest to regrow by 50%

You can't get rid of those roads. I would really like to know why they coded it that way. [pissed] Where you suspect they might be a problem later, don't build them in the frist place, and when taking enemy cities, make sure you pillage the roads before they are withing your boarders.
 
50% would make sense. People have wondered if that were psychological or not for the longest time.
 
Can you not pillage your own improvements?
You could always nuke the roads, I know that would work, but the forests might go with them.
 
ahahah yeh its abit annoying that u cant pillage roads, theres times that i've been been pushing foreward on two fronts, and i realise i'm going to lose one front, so i make a withdraw to save my units, and i try ti pillage that city back to the stone age, especially the roads to cut off their supply lines, but u cant do it, so as soon as they take the city they move their whole army in it!!! sucks!
