Did you built the int. agency, if so then you got a logo near this city name, double click on that and this give you the possibility to plant a spy into another civ. If you succeed to plant a spy, then you will got more choice from the int. agency. sorry for my english i hope it help.
I am sorry i made a little mistake, once the spy is planted into A.I. capital city, then you have to double click on the logo near A.I. capital city to activate either your ambasi or the spy.
