Spy thief

I’ve been having spies trying to siphon gold but they always fail?....do I need them to do other stuff to try level them up before stealing gold, I always try to escape by vehicle always getting caught and losing my spy. I’m France btw, any good ideas about being a gold thief ?

There is a mission (I think its called gain sources) that lets your spies operate 2 levels higher as usual in that city, do this mission first. Also go for the intelligence agency as T2 building in your gouvernment plaza. Your chances to successfully steal gold should go up to 87% this way. Once your spy is at level 2 (if you are lucky and get the steal gold mission you can will never have to run gain sources again for this spy) you can cut the gain sources mission.

Building on what Buktu said, that first promotion for your spy I find is always the toughest. If you want to play the spy game, running the gain sources mission and then trying to get that first promotion with whatever the easiest mission is that will give experience is big. Once you've been promoted at least once your chances of success go up significantly - plus you can match your missions to the promotions (and it helps if you can get one spy with the quartermaster promotion, who will help all your spies operate more strongly).
