Spy won't destroy production

Sometimes the "destroy production" button is active, but often is isn't. However the "steal plans" button is always active. Destroy Production is a pretty powerful tool that I often can't use. Am I missing something obvious here?

You can't sabotage certain productions such as wonders. Mouse over the shadowed sabotage button to find the reason on the bottom left.

It also costs a significant amount of money - do you have the cash?

Yes it costs a hell a lot of money, IMO it's not worth it unless it's a space peice and they're about to win via space race.

It's a very expensive way to destroy just a part of the enemy's production, never all of it. I totally agree with Zande33.
