[GS] Stange starting modifiers - Can anyone explain why/how?

I didn't notice at the start but later I did. I then checked and it started at turn 1 before settling.
+42% modifier to production/gold, +62% to culture/science - I have no idea what is causing it.
I tried to re-create it using the same civ/settings/seeds but it didn't happen again.
Mostly I'm just curious about what caused this.

Probably an DLC but it should happen every time.

Yes, but if it's due to a mod. Why doesn't it happen every time? What doesn't it replicate with exactly the same settings. Is there some way to examine/read the save file?
The following mod's were used:
Better Civilopedia, Better Report Screen, Better Trade Screen, Steel and Thunder:Unit Expansion, Steel and Thunder:Unique Units, Map Tacks, Radial Measuring Tool, More Barbarian EXP, Good Goody Huts, Sukritact's Simple UI Adjustments.
 
There is a bunch of strange SCALING modifiers attached to Peter and other leaders, like FOOD_SCALING_xxx, one for every era. Those modifiers do NOT exist in the game files, so they must come from a mod. Which is also very strange because none of the mods mentioned contains them.
