starting position getting reshuffled at turn 1 , bug or cheat?

So lately im getting this 'reshuffle' feature in Turn 1 more often than not. What happens is that you get into a loading screen and then you get a completely different starting position.

Is that a bug or some kind of host command? I dont know but looks fishy to me.

When we played the Europe map in MP, we experienced the similar thing. It's a bug of the map I guess.

Yes its a bug I have also seen this in mp. Only happens on certain maps, Europe being one of them. I've never seen it on Pang or fract maps.

Bug. It has happened to us multiple times in Big Islands (we ended up giving up and playing Shuffle) and a few others. We usually just check to see if anybody got massively screwed by it and if so do a restart. (Once my warrior ended up spawning in the hex beside another players settler...so I killed him! Then we restarted huehue.)
