[NFP] Starting Position on Map Editor

I am getting a crash to desktop whenever I try to create a city with units for myself and the AI players in the map editor. If I create a fresh map do not set any starting positions, the map works just fine. But the moment I add a city and basic units for a starting position, the game crashes when I load the map. Any advice from anyone?

This typically happens if you have configured any city states, or have mods enabled that do not cope well with custom maps.
