Id go what vmxa said,it is depending how fast your city is growing and your shield production, even its a major strategy when dealing with only 3 units.
I start off with a Warrior, and if production isnt fast enough, I build another Warrior for exploring.
If there are luxuries out there, I build the worker 2nd in quene.
If im pumpin in the food, Settler comes 2nd
