My cities are starving, even when I work all tiles with food.

Am I missing something here?

Help!

You might have lost allied status with a maritime city-state or something so they can no longer support themselves. You can always change some tiles to farms or just let it starve down to the appropriate size. Or ally with another maritime city-state.
