Starving Cities

If a city is starving, is there a way for another city to send surplus food? I'm at 1951 and apparently some of my cities have reached the breaking point. I can't buy any more tiles and all the land is developed, mostly farm land. Short of turning non-farmed tiles (mines, manufacturing centers, holy sites, etc) into farms, is there another way or just let nature take its course?
 
You can't send food between cities, sadly.
What you could do is check if...
You have all food buildings built (Granaries, Hospital, Aqueducts, Medical Labs etc).
You focus is set on Default (or even on Food).
 
In the Freedom policy tree there is a policy which makes specialists cost only 1 :c5food: (instead of the normal 2 :c5food:) maintenance. This can make a big impact in the late game when your cities are capping out population growth and employing a lot of specialists. The Hospital building is also a good way to get a late game :c5food: boost.
 
Allying maritime CS can net you some extra food.
Some religious belief such as "feed the world" too (give +1 food per shrine and temple). If this belief is available you can try to get the corresponding religion in your city. But i recon late game might be a bit late for this.
 
Also, remember that every city has a population cap. It can only sustain a certain population with a certain amount of food. If you grow too much, sometimes the only option is letting it drop a pop and stagnating there.
