The Treasury dropped one citizen this turn (from 19 to 18) and is still showing red in F11, so there is no need to hit that city this turn. Our jet fighters still cant reach quite as far as Id like, but we can recon the Bayou:

Council is starting to defend their tiles with units, but at least those units cant guard cities also. I guess we have to find a way to get transports in range.
I stare at the map for a while trying to figure out which tiles to bombard with our 10 stealth bombers and possibly 7 regular bombers.
The Bayou looks very difficult to bring to starvation. It can always work 12 water tiles (one of which is a fish), so at 12 citizens, it is plus 4 food. They have too many modern armor on one flood plain, so at 13 citizens, they are plus 7 food. The other flood plain provides 2 food even if cratered, and they have a protected sugar plains tile, so at 15 citizens, they are still plus 7 food. We will never get them down to anything worse than minus 1, and it is a lot of work to do that, so well leave that city alone for now.
The Chamber has a cow and 2 flood plains, so I dont think we can realistically starve that city very much.
The Silo is already yellow on F11, and it has up to 4 irrigated tiles to hit, but we cant recon there, and it is only reachable by stealth bombers.
The Gulag is out of recon range and out of bomber range but has up to 6 irrigated tiles to hit. It is not on F11, so we cant see its current status.
The Institute is probably the best target within range of our bombers. Coastal cities look too hard to starve, and The Institute has some mountains and hills in its territory, so it should be starvable. Recon The Institute:

As our bombers fly overhead, the light blue dot west of The Gulag turns out to be mined now instead of irrigated, so we hit the irrigated grass southeast of The Gulag instead. We were either very lucky, or Council has all their jet fighters doing recon because we didnt see a single interceptor, and 16 of our 17 planes hit. Next turn another 4 regular bombers will join the party.
