The Hawaiian Empire enacted a clause in its laws of states. The new law forbid it from entering any foreign wars.

Article XXVI of the Laws of State.

The Hawaiian Empire is not to be involved in any foregin wars. It may not enact an offensive war and can only defend itself. The new effects will be Hawaiian intrests focussed on building its Empire.

As a result of this law all alliances with the Hawaiian Empire are to be resolved. The Hawaiian Empire will operate on the premise of a non-aggresion pact with every nation, and shall endevour to remain neutralistic in all world affairs.

Hawaii will not be involved in the affairs of the world. It shall concentrate on its own Empire and defend its intrests only.

OOC: Azale, I did indeed order a mass mobilization of both the Army (mass recruiting of new troops, mass training of all units, and re-arming and re-armoring of all units) and the Navy (arming civilian ships with Iron Age weapons and training the crews for war.)

We greet ye, People from Across the Sea. As you have stated, you are now only looking to defend the interests of your empire and will not undertake any agressive military actions. I must inform you that an attempt to colonize South America will be considered an act of agression against the American Pact (California and Maya) and will lead to a state of war. We ask that you respect the sovereignty of the South American continent and refrain from launching any more settlement ventures. Likewise, I am going to ask you to please cease expanding in Alaska. Japan has already declared its respect for the ordinances of the American Pact and the soveriengty of North America, and has stopped growing its Alaskan and Columbian territories. If you indeed want to avoid agressive wars, please stop this imperialistic subjugation of my continent.

However, regardless of the agreement you speak of, I demand that you take back your fool-hardy comment about making the mighty California a "vassal of Honolulu." Perhaps you Foreign Affairs Minister is mistaken, but in case you haven't noticed, our army is larger and more modern than yours. If anybody is going to become anybody's vassal, it will be Hawaii, flying the flag of the Central Pacific UFR. Do not be brash, my friend. It will only get you in trouble.

Fine. How about this: you will cease expansion in Alaska. In return, you will be allowed to colonize South America as far east as the Venezuela Curve, as far north as the Ecuador Indent, and as far south as the Peru/Chile Curve. (OOC: I'll show you a map if you need.) That gives you plenty of land, without threatening the security of Mayaland or Argentina.
