Declare war on CS enough times and some of them will be wary of you, reducing your resting influence on them. This is quite significant since CS revokes quests when influence is below 0.

Removes any existing resting Influence bonuses, except Landmarks, and then reduces resting Influence by -20 for 50 turns or until you become Friends with them. During this 50-turn period they will not give quests even if your Influence is above 0.
Declaring war on City-States 2 or more times will start to apply an additional permanent penalty of -20 to both the target and other City-States (random chance based on proximity to the target City-State). Additionally you might get an additional -1 per turn penalty to your Influence with those City-States, also a permanent penalty.
The captured Worker will have Prisoners of War (-50% work rate) for 50 turns, unless you have Statue of Zeus.
