Stealing tech - no incident?

Hi all,

I have noticed before that sometimes when AI steals tech from me there is no incident or I have no option to declare war.

Now in my current game I have now stolen a number of techs from Americans and Germans who both are Democracy and are allied. I was previously allied with them and have never actually been at war with them. I am Communism and have veteran spies.

Are they choosing to ignore (unlikely IMO, both have uncooperative attitude) or just no incident reported (my spy always escapes!). Oh yeah, I have United Nations and Eiffel Tower wonders and reputation is spotless.

Or is it just a bug?!

Anyone know? I have looked online and not found answers. I am playing classic civ

If you have an alliance with an AI civ and they steal tech from you, you should get the option to declare war.

From the setup you describe, it looks like you're not getting incidents because of all the good international PR and reputation you have with the AI, your spies are incredibly skillful, and you have an insane amount of luck! :goodjob:

It's not a bug; I'm never that fortunate. But then I'm also not one to keep my alliances for one second longer than I need them, and will frequently sacrifice my international reputation for the sake of stealing tech or getting a unit or city I want to get out of my way.
 
I am not actually allied with them, but am at peace and was previously allied with them.

I don't think it is a bug as a diplomat from another civ stole tech from me and I had option of war (which I declined).

There is world peace at the moment (no civ at war). I have UN and Eiffel. And my rep is positive. Maybe combination? Also vet spies and Commie government.

My gut tells me it is also something to do with them having Democracy as I have been in same both where other civ stole tech with diplomat from me and I had no option for war!

Anyway I don't think it is luck as I don't think I will ever get caught!!

Anyway, It is fitting in well with my space race plans!!:goodjob:

I never play with the Democracy form of government. It forces one to be nice. :p

My good reputation have never stopped my opponents from declaring war on me, so I don't think your rep has anything to do with it. If they catch you red handed no rep is gonna save your day. Maybe however they will forgive you once if they love you (attitude, not reputation), but not too many times.

Someone have said that the Eiffel Tower has no effect other than adding to your score. I believe that is right because the AI's attitude to me don't change after I build it.
I believe you are just being lucky. Try pushing your luck and see if nothing happens eventually.

I never use Demo for the same reason. I rarely use Republic for the same reason too, I want total control.
 
Democracy forces you to put on a good face for the neighbors. Like any good neighbor, you can keep a healthy bank account and stockpile howitzers in the garden shed. They're for your retirement and personal defense, after all. You'd never start an unfair fight with a weaker opponent, but we can all agree it would be foolish to be unprepared to retaliate with overwhelming lethal force...

Allow me to restate. Democracy requires finesse.
 
I like to keep my cities in celebrating mode and I also like to park my units all over the place. This isn't working in Democracy.
 
J.S.Bach lets you park one troop per city anywhere you like, with no happiness penalty. You can also park anything in a fort within a friendly city radius. I know it's not the free rein you're looking for, sorry, best I can offer under the circumstances.
 
In fundamentalism, the diplomatic penalties for stealing techs or sabotaging are reduced or removed. This doesn't apply to communism, however. You should get a message along the lines of "we'll overlook this incident, but don't let it happen again" if there "should" be an international incident but they decide not to declare war/cancel the alliance.

Like any good neighbor, you can keep a healthy bank account and stockpile howitzers in the garden shed.

J.S Bach is making one content citizen happy? I wonder if you perhaps mean Women's Suffrage.

The forts must be max 3 tiles from a friendly city and that's not good enough. I like to make Maginot Lines here and there, controlling how my opponents can move. Often that is far from my cities.
 
Strictly speaking, J.S. Bach's Cathedral makes 2 unhappy citizens content in each city (on every continent, despite what the Civlopedia says). The key is that it is applied on the "Wonders Line" of the happiness analysis, which is after the republic/democracy troop penalty. So, if your buildings make all citizens content in the city, you can move one unit out of the city and not have any unhappy citizens. J.S. Bach's cathedral can't be duplicated by anything, making it one of the best wonders in the game.
 
Well there was a certain amount of luck! There was incidents in cities that were wary.

However I stole load of techs!

Just shows how powerful vet spies are...
