This is threadjack, but I have to say that I don't agree. When only one civ has the tech, then stealing is far cheaper. Also when at war it's the only way to get techs from that civ. On levels of emperor and up stealing should be one of the basic things to think about imvho.

The fascist government also confers veteran status to your spies. It's not advertised in the civilopedia, but check it out in a game or the editor.

It seemed a lot worse to me in Conquests, but maybe I was unlucky. I would love to know the real stats, as it makes a big difference to strategy at higher difficulty.

Does the level make a difference?

I think I have occasionally caught the AI trying a steal, but it seems very uncommon. If I could buy stuff at the discounted rates available to them, I wouldn't steal either.
 
I save before stealing a tech. That wayI try with the cheapest option. If I fail i load up my old game and try untill i make it. It saves a lot of money.

I caught one trying to steal the Shakespear's theater tech after it was built. They were set back 6k too
 
@Offa: I didn't test it, but I assume it's the same in C3C

@Do_Sa_Nim: A lot of people think that the real excitement of the game is that you CAN'T be sure if you get the tech or win the battle with a stronger unit vs a weaker one. Seriously, it's a lot more fun imho.
 
I don't know what difficulty level people are talking about above but I play on Demigod/Deity and I have never ever successfully stolen a tech. The AI ALWAYS catches you and ALWAYS declares war (because when I'm playing Deity, by the time I have espionage all the AIs are usually either annoyed or furious with me) . So I've lost loads of gold for nothing. I don't bother trying any more. In my opinion the only use of this "feature" is when you want to provoke a declaration of war. Espionage is useful for pinpointing troop locations or investigating a city to see where someone is at with e.g. a wonder race but that's about it as far as I can see. Never tried stealing tech in Communism though.
 
Aggie: OK well maybe I have just always been unlucky. I'll try again sometimes if it seems urgent enough.
 
I rather like to extort the techs from my enemies (OK, I stop the war if you give me XXXX techs >:)
 
one aspect of ol espionage that is interesting is the fact that they had spies in the ancient age as well...perhaps an earlier version of the intelligence agency could be implemented- one that can give the enemy misleading information (so it beelines for a well defended city or bybasses a weak one...)
 
You get a pop up if the AI steals your military plans by a SMILING foreign advisor(I bet he is the spy)
 
1) I quite often got the message 'We've caught an Agent of XX trying to steal a Tech' - so the answer is 'Yes'
2) I quite often succeed in stealing a Tech. The one thing that bugs me is that the immediately-safe options seem to have no impact on the success ratio (but on the consequences).
3) And quite often, I wonder why the leading AI comes up with the same Tech I discovered this turn AND another tech...then I look at its treasure ;)
4) Stealing is definitely worth it. Either to get somehow back in the game (especially Feudalism) if everyone seems ahead, or in a Tech race - trading for it would just help the AI to run away even faster. Better throw away 1200gp for an unsucsessful safe steal, than to pay 2500gp and fund their research. But this is only true on DG+, on Emperor and below better invest your gp in self-research!
 
Are the popups informing you that someone is attempting to steal something from you new to Conquests? I cant recall ever seeing them in Vanilla Civ or PTW.
 
In all my games of Civ3--Vanilla, PTW, and Conquests, I have NEVER stole tech from the AI, or seen them do it too me. They took a great part of Civ2 and totally wrecked it. :(
 
The reasons what made spying in Civ3 bad:

-great chance of failure of simlpe plant spy mission
probably one of main resons why many players gived up from spying

-bad formula for caluclated money for tech steal
It does not depend from tech cost.
Instead it depends form number of techs your enemy currently posses. Which makes steal too costly at ancient era.
On the other hand, it gets very cheap at modern ear.
