Steam reinstall of BTS fails

I'v reinstalled civ BTS from steam.

The first error I get is a menu "changed_txt_key_main_menu_warlords"

When starting a custom game I see this screen

I'v tried uninstalling and installing numerous times

I have used ccleaner

I have updated my graphics cards drivers and also direct x, but all to no avail

Any help would be much appreaciated thank you

May i ask from where you got the civ4 basic version?
I guess not steam, right?
And do you have warlords (my guess: No)?
