If one has open borders with any AI that is following Runes or Order and has built priests then can take advantage of the AI a little bit. It appears that the AI just sees if anyone where they are does not have their bonus (Shield of Faith or Blessed) and will cast it. If I take my units into their territory and look around for a priest, and share a tile with them, they will give me their promotion.
So the question is that should the spells effect units of other civilizations?
Yes - I use this sometimes to help out other allied civilizations. If they are following a different religion or do not have priests yet I can run around giving their units bonuses.
No - This would stop the ability of me to move my units into another civilization's territory to get their bonuses.
Another option would be to have the AI avoid casting if others are in their stack. However, if this approach is taken it should not be strict. I could take advantage of that by parking a unit in a city that I want them to lose just so they will not cast anything (sort of like what the AI does to me with maelstrom
