How do you FORCE all cities to ASK PERMISSION before building anything, no matter what, especially expensive Wonders?

In preferences there should be a command that says something like "always ask after unit/building construction" or "always ask what to build". I forget the exact wording. IIRC there is also a box in preferences to turn off auto-wonder building in all cities - I think there are two boxes or two tiers to the preference to turn off small and great wonders.

How do you FORCE all cities to ASK PERMISSION before building anything, no matter what, especially expensive Wonders?

You can do two things. First, go to Preferences immediately, and activate the box for Ask before beginning Unit Construction. That way, before building anything, you will be asked what to build in each city.

Second, for each city, you can set specific instructions. Just to the left of the Hurry Production button is a Contact the Governor button. Click that, and you have two menus to give specific instructions to the governor if you do not want to always micro-manage your cities. If you set it for you Capitol, you can make that the default setting for all of your cities.

may it be that you have governors turned on by default?
if so, turn them off immediately, they are suckers anyway.
