Strange behavior from AI

I installed FFH again after a year or so and this time also Tholal's AI. At least on immortal it seems AI sends huge stacks only to hang out on my territory. If the city has more than a couple warriors they don't try to attack, they just pillage and after there is nothing left to pillage they keep moving back and forth infinitely even though they certainly have enough numbers to take the city. Is this intended behavior and is this because of More Naval AI modmod? It makes impossible for me to build an economy while minimizing the casualties of my enemy but surely they would profit more from capturing my city.

Otherwise I really like the changes, like ai building ships and more properly using heroes.

what version are you using? this was supposed to be fixed in 2.41 but AI ain't so easy

I was using 2.4 -after updating to 2.41 and loading that save the problem was fixed (and i was defeated) so thank you
