I had my pc upgraded the other day and my 6600GT Plays civ 4 really well but When I zoom out to globe view I get that?

Try and update the graphics driver as it is an issue with some of the older drivers when Civ4 came out. I think it was fixed in the 81.98 WQHL version.
The latest driver is here, v91.31: http://www.nvidia.com/object/winxp_2k_91.31.html.

Hope that fixes it.
