It's on the Civ V page of Gamespot, maybe it was the concept for Pachy's diplo screen or something else? Are there more similar pics of maybe different leaders?
There's a guy somewhere around the internet who did a lot of concept art for the game, he posted a lot of it on his blog - perhaps someone more useful than I can remember the link? It was pretty cool.
