Strategic Resources and Puppets

I have a problem, and I hate it:

Puppets using up all my strategic resources. Dammit, I don't care about your hydro plant, I want my modern armor!

Is there a way in the settings or ini or something that prevents puppets from using my strategic resources?

I know there is the F2 bug that lets you change puppet production, but that's easy to miss when you have 20+ puppets.

You can queue up sufficient items in your build queues to exhaust the resource; this will prevent puppets from building hydro plants/factories that consume your resources.
No idea about ini options.

Yeah, I've sort of been doing that, but that's again a lost of manual busy work and if I forget to build my nuke, GDR, then that uranium is lost forever.
