Stuck at Form Religion

Title says it. On every open religion there are things locked and I can't form a religion or go to the next turn. What do I do??

My guess: you modded up the number of religions that can be founded, without adding more beliefs.

Did you save after burning the prophet and reload? I once had a glitch where it wouldn't let me actually found the religion after doing that. Try an autosave and see if it works when the prophet comes round again.

No I didn't. But I guess I can go back to a previous save.
